General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a crushing hazard while working near the base of the manually operated manlift in the feed mill, east annex, west elevator and the unit north of the west elevator due to the lack of guardrails around the base of each manlift. Among other methods, one feasible and acceptable method to correct this hazard would be to install guardrails around the base of each manlift. (b) Employees were exposed to a potential fall hazard while operating the manlifts in the east annex, the feed mill, west elevator and the unit north of the west elevator, due to the lack of a midrail on the car enclosure. Among other methods, one feasible and acceptable method to correct this hazard would be to install a midrail on each car enclosure.
