Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential crushing hazard while working near the base of the manually operated manlift due to the lack of guardrails around the base of the manually operated manlift on the main floor of the elevator. Among other methods, one feasible method to correct this hazard would be to install guardrails around the base of the manlift. (b) Employees were exposed to a potential fall hazard while operating the manually operated manlift due to the lack of a midrail on the manlift car. Among other methods, one feasible method to correct this hazard would be to install a midrail on the car.
