Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential fall hazard while working on top of covered hopper cars at the main elevator and the barley house during loading operations due to the lack of fall protection. Among other methods, one feasible and acceptable method to correct this hazard would be to install some type of fall protection at each location. (b) An employee was exposed to a potential hazard when he was observed riding on the draw bar of the covered hopper railcar as it was being moved down the track. Among other methods, one feasible and acceptable method to correct this hazard would be to cease the practice of riding on the draw bar and have employees ride on the ladder attached to the covered hopper car. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential crushing hazard while operating the electric manlift in the main elevator due to the lack of a guardrail around the base of the manlift and at the west barley house the midrail was missing around the base of the manlift. Among other methods, one feasible and acceptable method to correct this hazard would be to install standard guardrails around the base of the manlifts. (b) Employees were exposed to a potential hazard of becoming stuck in the manlift while operating the electric manlift in the main elevator due to the defective limit switch at the main floor level. Among other methods, one feasible and acceptable method to correct this hazard would be to replace the limit switch.
