Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees:
(a) On the main floor, employees were exposed to a potential fall hazard
while
operating the manually operated manlift due to the lack of a car
enclosure.  Among
other methods, one feasible and acceptable method to correct this hazard
would be to
install a complete car enclosure on the manlift.
(b) On the main floor, employees were exposed to a potential crushing
hazard while
working near the manually operated manlift due to the lack of a guardrail
around the
base of the manlift. Among other methods, one feasible and acceptable
method to
correct this hazard would be to install guardrails around the base of the
manlift to
prevent this hazard.

protection (safety harness and lanyard, guardrails or an equivalent means

protection) to prevent a fall hazard.
