Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a) Employees were exposed to a potential fall hazard while operating the manually operated manlift due to the lack of a car enclosure. Among other methods, one feasible and acceptable method to correct this hazard would be install a complete car enclosure on the manlift. (b) Employees were exposed to a potential crushing hazard while working near the manlift due to the lack of guardrails around the base of the elevator. Among other methods, one feasible and acceptable method to correct this hazard would be to install a guardrail around the base of the manlift.l

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a) Employees were exposed to a potential rollover and impact hazard while pulling covered hopper cars with the use of a tractor and nylon rope. Among other methods, one feasible and acceptable method to correct this hazard would be to change the method of moving cars by pushing rather than pulling or by the use of a secondary chain or nylon rope connected to the front of the tractor and the hopper car to totally secure the moving car.
