Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees:
(a) On the main floor, employees were exposed to a potential fall hazard
while
operating the manlifts which were equipped with a chain as a guardrail but
was not
provided with a midrail.  Among other methods, one feasible and acceptable
method
to correct this hazard would be to install another chain as a midrail.
(b) At the car loading area, employees were exposed to a fall hazard while
loading
covered hopper cars due to the lack of fall protection.  Among other
methods, one
feasible and acceptable method to correct this hazard would be to install
some type of
fall protection (safety harness with a lanyard, guardrails or an
equivalent means of
protection) during loading operations.
