Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a) In the west end of the building, employees were exposed to a potential fall hazard while operating the manually operated manlift due to the lack of a complete car enclosure. Among other methods, one feasible and acceptable method to correct this hazard would be to install a complete car enclosure on the manlift. (b) In the west end of the building, employees were exposed to a potential crushing hazard when standing below the elevated manlift due to the lack of guardrails around the base of the manlift. Among other methods, one feasible and acceptable method to correct this hazard would be to install guardrails and a swinging door around the base of the manlift. (c) At the west outside end of the building, employees were exposed to potential fall hazards while working on top of hopper cars during loading operations. Among other methods, one feasible and acceptable method to correct this hazard would be to install some type of fall protection on top of the cars (safety belts and lanyards, guardrails, or an equivalent means of protection). (d) On the grain bins, employees were exposed to a potential fall hazard when required to climb on top of the steel tanks to adjust the slides on the drag conveyor. Among other methods, one feasible and acceptable method to correct the hazard would be to install guardrails or an equivalent means of protection (safety belts and lanyards).
