Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
An employee left a 1 ton crane attached to the center post when stretching
the bladder.
This practice can result in overloading the crane.  Additionally, the
crane is used to pull
sideways on tires in the curing presses.  This practice could result in
the hoist carriage
becoming displaced and requiring the crane to be run against the stops or
another crane
in order to knock the hoist carriage back into position.  Both of these
practices could
result in component failure resulting in the hoist falling on employees.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to stop pulling sideways with the cranes and stop leaving the crane
attached
to the center post
when lowering the center post.  Additionally, the company should comply
with A.N.S.I.
B30.11, Standard for Monorail Systems and Underhung Cranes.
