Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment or a place of employment which was free from recognized hazards
that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to the hazard of falling from the working platform of a hydraulic
drive work platform
which was being operated on soft or unstable ground:
On southeast wall of American NTN Bearing Manufacturing Corp. two employees
servicing security cameras from a hydraulic work platform did not insure
that the
platform was not operated on soft or unstable ground as specified in ANSI
A92.6-1979
Section 14.2.2(2) as well as in the platform owner's manual. The work
platform was
elevated approximately 16 feet in the air when it slipped onto soft ground
causing the
platform to tip.
A feasible method of abatement would be to replace the hydraulic work
platform with
an articulating boom manlift which would enable the employees to service
the security
cameras with the manlift securely positioned on the blacktop parking lot.
