Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falls from up to 30 feet to the ground below: a)Scaffold ladders were installed where employees were required to climb over and through guardrails to access the scaffold, exposing employees to a 30 foot fall to the ground. One feasible and acceptable method of abatement would be to put the ladder at the end of the scaffold where there is a clear opening so employees can step off the ladder directly on to the scaffold.
