Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of falling:
(a) Location - Jobsite:
On or about 10/30/02, employees were exposed to a fall hazard of 25 feet
while climbing
over the guardrails of the JLG Scissors Lift onto the roof of the building.
Among other methods, feasible and acceptable to correct this hazard
include, but are not
limited to:
a.  Read and follow the manufacturer's operators manual guidelines for
safe use of the
scissors lift.
b.  Ensure that the gate provided with the guard rail system is utilized.
