Section 5(a)1 of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to crushing hazards from automobile lifts: Garage Area, an automatic safety locking device (safety latch) was not operational or provided on the lift in the service area. Employees were exposed to crushing hazards. Among other methods, feasible and acceptable methods among others to correct hazard is to follow the recommendations of ANSI/ALI ALCTV-1998 Standard for Automotive Lifts-Safety requirements for construction, testing and validation; ALI SMO1-1 Lifting it Right - A Safety Manual from the Automotive Lift Institute; ANSI/ALI ALIS-2001 Standard for Automotive Lifts- Safety Requirements for Installation and Service: a)Install or repair automatic mechanical safety locking device on lift. b)Instruct and train employees in the proper use of mechanical locking device for hydraulic lifts. c)Conduct periodic inspections of the lift as recommended by the lift manufacturer, to insure that the safety locking device and all other components are in safe operating condition. d)Post manufacturers operating manual in the service area for reference. 29 CFR 1903.19(c)(2) abatement of the above violation was verified at the time of inspection, no certification is required.
