Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck by moving or falling loads
being handled by the 3-
ton underhung cranes/hoists as the pendant controls were illegible:
Passenger Paint Sludge Room:  The pendant controls for the 3-ton underhung
hoists were
illegible in that they had been wrapped in tape and coated with paint
residues which
prohibited the user from clearly identifying the indicators for direction
of motion as
required by ANSI B30.11:
While ultimate responsibility for correcting the hazard rests with the
employer, given
his/her superior knowledge of the workplace, feasible and acceptable
methods to correct
this hazard, among others, include:
1) Wipe clean the pendant controls after each use to prevent the buildup
of paint
residues.
2) During operations where the buildup of paint residues is likely, secure
a
clear plastic
bag over the pendant controls so that they are protected, yet the control
functions are still
visible to the operator.

CORRECTIVE ACTION WORKSHEET for this purpose.
