Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  On or
about 6/30/97, the
employer did not furnish employment and a place of employment which were
free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees who were using "Rotary" surface mounted lifts to repair
automobiles.  The employer
did not maintain lifts in safe operating condition in that locking latches
were missing/damaged,
cables and spacer blocks were worn and a hydraulic seal leaked.  Employees
were exposed to
the hazard of falling supported loads causing crushing injuries.
Feasible and acceptable methods among others to correct the hazard is to:
a- Conduct the manufacturer's recommended inspection and maintenance
procedures to ensure that lift components to include locking latches,
cables and
hydraulic systems are maintained in safe operating condition.
b- Use four jack stands to support the vehicle when working under a lift
that does
not have functioning locking devices or is below the point where they
engage.
c- Remove unsafe lifts from service until repairs have been made.
d- Reinforce employee training in the proper use of lift locking latches
and safe
operation of lifts.
e- Post and maintain permanently on display the manufacturer's safe lifting
instructions in the lift area.
