Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck by and/or falling from a
collapsing steel structure
in that: secondary structural members were not adequately supported during
installation at the
Westchester County Airport, Pepsico / Interlaken New Hanger. On or about
07/21/95.
FEASIBLE AND ACCEPTABLE ABATEMENT METHODS TO CORRECT THIS HAZARD,
AMONG OTHERS ARE:
1) Follow the Steel Manufactures guidelines as stated in the Widespan
Erection Information
booklet, Pages WS-6, WS-8 and WS-9 all state the Framing Sequence, and
Structural Erection.
a) "Temporary bracing shall be introduced whenever necessary to take care
of all loads to which
the structure may be subjected, including equipment and the operation of
same. Such bracing
shall be left in place as long as may be required for safety."
b)" Whenever piles of material, erection equipment or other loads are
carried during erection,
proper provision shall be made to take care of stresses resulting from
each such loads."
c) "Before releasing the crane from structural steel roof beams, insure a
sufficient number of
temporary bracing, e.g. guy lines, and secondary structurals, e.g.
purlins, eave struts and girts
are installed to adequate support the structure."
2) Follow the American Institute of Steel Construction "Code of Standard
Practice for Steel
Buildings and Bridges AISC, October 10, 1972, " Section 7 "Erection",
Subpart (i) - Temporary
Bracing, which stipulates:
"The erector during erection installs temporary guys and bracing where
needed
to secure the
framing against loads such as wind and seismic forces comparable in
intensity to that for which
the structure was designed, acting upon exposed framing, as well as loads
due to erection
equipment and erection operations."
