Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck, crushed or pinned by unsecured
automotive lifts;
e.g., the automatic mechanical locking latches were not engaged:
a) Transmission removal/installation shop - On or about 2/28/96, employees
were
exposed to the hazard of being struck, crushed or pinned while working
under vehicles
on the lifts; automatic mechanical locking latches were inoperative.  No
additional safety
precautions were used to support vehicles while the automatic mechanical
locking latches
were inoperative.
Among other methods, one feasible and acceptable abatement method to
correct this
hazard is to:
1.Conduct inspections of the lifts as recommended by the manufacturer to
ensure
that the automotive mechanical locking latch and all other operating
components
are in safe operating condition.  Remove any defective lift(s) from
service until
rendered safe for use.
2.Follow the requirements of ANSI B153.1-1990, Automotive Lifts-Safety
Requirements for the Construction, Care, and Use; Automotive Lift Institute
Publication ALISM 89-1; and NIOSH Publication No. 77-22.  The automatic
mechanical locking devices shall hold the lift in the extended position.
3.Instruct and train employees as recommended in the manufacturer's
operating
instructions for the proper use in the safe operation of the lifts,
including the
automatic mechanical locking latch.g
