Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of serious crushing injuries from the dropping
of a hydraulic
automotive lift while working under vehicles:
a- On or about 3/09/98, of the five operable lifts in the service area,
two had locking
devices which could not be engaged and the other three were used with only
one of the
two locking devices engaged.
One feasible means of abatement is the following:
1- Conduct the recommended inspections of the lift by the manufacturer to
ensure
that the locking devices and all other components are in safe operating
condition.
Remove defective lifts from service until they are rendered safe for use.
2- Instruct and train employees in the proper use of the manufacturer's
devices,
where provided, and safe operating instructions of the lifts.
3- Post and maintain permanently on display the manufacturer's safe lifting
instructions in the lift area.
4- Follow the requirements of ANSI B153.1 and the Automotive Lift Institute
Publication, AL1-SM89-1 (Lifting it Right).g
