Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees working at the Philadelphia Dental Center were exposed to the hazard of being infected by Hepatitis B Virus (HBV) and/or Human Imunodeficiency Virus (HIV) through possible direct contact with blood and other body fluids: a) Philadelphia Dental Center - employees who are potentially exposed to infectious blood and/or body fluids have received no training on precautionary measures, epidemiology modes of trans- mission and prevention of HIV/HBV. No training about "universal precautions" has been conducted by the employer. Observed 12/4/91 b) Philadelphia Dental Center - employees who are potentially exposed to infectious blood and/or body fluids were not offeredno HBV vaccinations or HIV antibody testing. No HBV/HIV medical monitoring program has been developed or implemented. Observed 12/4/91 ABATEMENT NOTE: Feasible and useful abatement methods, among others, to eliminate this hazard include: 1. Effectively implement US Dept. of Health & Human Services Center for Disease Control policies and procedures for protection against occupational exposure to HIV & HBV. 2. Provided effictive universal precaution training to all employees who are exposed to potentially infected blood and body fluids, including precautionary measures, epidemiologic modes of transmission, and prevention of HBV/HIV. 3. Do not allow employees to recap needles. 4. Offer a written medical program to employees; offer HBV vaccinations to employees who are exposed to blood and/or body fluids and offer HIV antibody follow-up to those employee who receive needlestick injuries. 5. Identify all tasks that employees perform which present the risk of exposure to infectious waste products and develop standard operating procedures for each of these tasks. effectively train employees to follow these SOP's and develop adequate means of enforcing compliance.
