Section 5(a)(1) of the Occupational Safety and Health Act of l970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to the hazard of being crushed during high wind conditions from the two tower cranes used in construction of the Denver Library located at 1357 Broadway, Denver, Colorado, in that no wind indicator was used. Among other methods, one method of abatement to correct the hazard is: Mount a wind velocity indicating device at or near the top of the crane with a velocity readout at the operator's station in the cab and at remote stations.
