Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
a)Leach Tank Area - The employer did not furnish employment and a place of
employment which were free from recognized hazards that were causing or
likely
to cause death or serious physical harm to employees in that employees were
exposed to Heat Stress.  Two (2) Leach Tank Cleaners were exposed to
excessive
heat during the clean out operation.  The Time Weighted Average (TWA) Wet
Bulb Globe Temperature (WBGT) was found to be 32.2 degrees Celsius (C).
This was 1.34 times the Threshold Limit Value (TLV) of 24.0 degrees Celsius
found in the 1998 American Conference of Governmental Hygienists (ACGIH)
Threshold Limit Values for Chemical Substances and Physical Agents Booklet.
ABATEMENT NOTE:
Useful and feasible abatement methods may include, but are not limited to:
1.Institute a "Work-Rest" Regiment, based on environmental temperatures,
allowing
employees sufficient recovery time from heat stress conditions, or
2.Ensure the use of cooling vests or jackets while conducting the clean
out
operation, or
3.Provide cooling fans at the standby area to assist in employee cooling.
