Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of employee(s) falling from the rear outside work platform(s) on the rear end loader trash vehicles while the truck was backing. Among other methods,one feasibe method of abatement would be: a) Establish and enforce standard operating procedures to ensure that employee(s) never ride on the standing step or anywhere on the outside of the truck while the vehicle is backing up.
