General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970. a.)Reedville Marine Railway, outside yard area. The employer did not furnish employees a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees; in that employees operating the "engine hoist" (a monorail system) were exposed to potential injury from falling loads and/or falling hoist parts, as support beams, nor the load block, were permanently marked at to their load capacity. The "H" configuration monorail system was comprised of two fixed horizontal steel I-beams, a center fixed (monorail) steel I-beam track, an underhung load block and four supporting timbers (or pilings) upon which the monorail system rested. The hoist system was manually operated. This requirement is referenced in the consensus standard, ANSI B30.11-1973, Section 11-1.1.2 "Rated Load Markings, Monorail Systems", which states "each hoist or lifting device on a monorail system shall be marked with its rated load. These markings shall be clearly legible from the loading position." AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO MARK THE I-BEAMS AND LOAD BLOCK WITH THEIR RATED CAPACITIES.,
