Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
A:  On or about Oct. 31, 1996 at area A & B of the construction project at
Fort Knox,
a forklift was found holding a large steel beam elevated at approximately
12 feet above ground
level with the motor running and no operator present. Two men in separate
manbaskets were
moving the beam trying to position it into place to bolt together with the
rest of the structure.
Other contractors were present and had access to walk underneath the beam
exposing them to
being struck by falling objects.  One means of abating or correcting the
hazard is to keep the
operator in the cab of the forklift when it has a load and to barricade
the area where overhead
hazards exists.
