Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish to each of his employees employment and a place of employment
which were free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees in that employees were exposed to: overturning of pipelaying
side boom tractors due
to excessive loading:
a)30" Main Line "A" at Thorton Drive and Kenwood Road in Fayetteville,
Georgia: On
or about May 30, 1996, four 583K Caterpillar Side Boom Tractors were used
to lift and
lower a 30" diameter pipe encased in 3.5" concrete, approximately 641.60'
long into a
8' X 10' trench in a manner that violated industry standard in that:
(1).  Side boom tractors #3 and #4 were loaded beyond the maximum load
capacity.
(2).  The handling of the load was not conducted in such a manner to
minimize dynamic
effects.
(3).  The load charts were not provided for each operator to inform them
of the load
ratings.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to:
1).  Utilize and follow the procedures as outlined in the "Safety Standard
for Cableways,
Cranes, Derricks, Hoist, Jacks, and Slings," ANSI/ASME B30.14-1991
