Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
a)  Eight to Eleven gallons of Perchloroethylene which is used as a dry
cleaning agent
in the Hoffman dry cleaning machine was released into the work area on
5/31/95. The
employer did not furnish employment and a place of employment which were
free from
recognized hazards that were causing or likely to cause death or serious
physical harm
to employees in that employees were exposed to an oxygen deficient
atmosphere created
by the displacement of oxygen by perchloroethylene vapors and were exposed
to
concentrations of perchloroethylene vapors considered to be at an
immediately dangerous
to life and health (IDLH) level.  Measurements taken on 5/31/95 indicated
levels of
Oxygen at 18and levels of Perchloroethylene at 178 parts of
perchloroethylene per
million parts of air (ppm) and increasing.  Immediately Dangerous to Life
and Health
(IDLH) conditions for Oxygen is 19.5and for Perchloroethylene Vapors is
150
ppm.

Among other methods, feasible and acceptable abatement methods to correct
this hazard is:
a) Installation and maintaining a collection bucket at the outlet capable
of containing the
total capacity of any released chemical.
b) Proper installation of the current ventilation system to effectively
remove any released
vapors.
c) Replace the gasket on an annual basis or more frequently if indicated
by the
manufacturer.
d) Training and educating employees as to the nature of the hazard
involved, the
safeguards in place to help prevent an emergency situation from arising,
and in case of
an emergency, the proper response.,
