Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to fractures and crushing injuries:
a) Service Shop: The Gilbarco double post hydraulic car lifts
located in bays #2, #5, #6, #8, and #9 were observed in use
with employees standing underneath vehicles on the lift and
adequate safety controls were not implemented.  A lift
automatic locking device was not installed to function as an
independent mechanical lock, nor were alternative safeguards
(e.g. - properly rated and placed jack stands) in place to
ensure safe operation of this equipment.
b) Service Shop: A Weever single post hydraulic car lift
located adjacent to the car reconditioning bay was observed in
use with an employee standing underneath the vehicle on the
lift.  The vehicle was being extended using blocks rather than
the extenders provided with the car lift and as recommended by
the manufacturer.
ABATEMENT NOTE: Among other methods, one feasible and acceptable
abatement method to correct this hazard is to comply with the most
recent edition of the American National Standard, Safety
Requirements for the construction, care and use of automotive lifts
(ANSI B1531).  In the event a section is "grandfathered" by the
ANSI Standard, then alternative safeguards which provide equivalent
or greater employee safety needs to be implemented by the employer.ed
