Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: At the site, where damaged PVC pipe and wiring were being repaired, the employer did not require nor enforce the use of locks and/or tags to ensure that circuits were deenergized thereby exposing employees to an electrical hazard. Among the feasible means of abatement are: 1.Locks or tags should be applied to ensure the unexpected start-up of energy.p
