Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
On August 26, 1993, employees working on the second floor in the
oven area were exposed to a Wet Bulb Globe Temperature (WBGT) of
35.6 degrees centigrade.  The American Conference of Governmental
Industrial Hygienist (ACGIH) has set a Threshold Limit Value (TLV)
of 32.2 degrees centigrade for light work.
Among other methods, one method of addressing this hazard is as
follows:
Use a heat stress monitor to measure the WBGT in the oven area.
On days when the indoor reading approaches 32.2 degrees centigrade
steps should be taken to reduce the stress to employees.
The following are examples of means to address heat stress:
1)  Acclimazation
2)  Fluid replacement
3)  Ventilation
4)  Shielding heat sources
5)  Wetted clothing
6)  Ice wet
7)  Administrative controls such as frequent water breaks
with rest periods and use of relief workers.
