Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of falling approximately 24.5 feet to the pavement below: West side of the building - An employee climbed on the middle and top guardrail of a Grove Scissors Lift, Serial #20197, to gain access to the roof unprotected from a fall to the pavement below. Among other methods, one feasible and acceptable abatement method to correct this hazard is to properly utilize the scissors lift to access the roof by turning the lift to a position which would place the safety chained entrance opening in the guardrails against the roof eave, therefore, eliminating the need to climb on top of the rails. This practice would allow the employee to maintain a firm footing on the platform floor as stipulated in ANSI A92.6-1979, Section 14.2.6, American National Standard for Self Propelled Elevating Work Platforms and the manufacturer's
