Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fall hazard while operating a scissors lift at a height of 16 feet without the safety chains latched into place: Feasible abatement methods include: Latch all safety chains prior to raising the scissor lift as required by ANSI A92.66-1990 (self propelled elevating work platforms) and the manufacturer's operating instructions.
