Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to sprains, strains, and back injuries by making lifts that
create excessive forces
on the spine and/or being struck by heavy objects being lifted down from
high shelves:
a)Warehouse Area - Employees working in the warehouse area (including
the balcony storage area) are required, by themselves at times, to lift
heavy boxes of merchandise down from stacks varying in heights.
Through personal evaluations on site, and computerized lifting equations,
it was determined that lifts performed by employees were likely to result
in serious physical harm.
General methods of control applicable in these circumstances include, but
are not limited to:
1)Using materials handling equipment (hoist, lift, etc.) to handle and
remove from
storage shelves heavy appliances such as televisions, that are known to
weigh
between 70 and over 100 pounds.
2)Prohibit employees from manually handling and removing heavy appliances,
as
described above, from storage shelves.
3)Relocate manageable weight appliances to storage shelves that are as
near to waist
height as possible to minimize injury to employees when transferring the
appliance to an equivalent height platform.
4)Redesign storage practices and handling procedures to accomplish the
above noted
recommendations.
