Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of receiving severe burns in a fire:
In the Blending Room, the electrically isolated one inch diameter metallic
wand, which was part
of the flammable solvent pumping system used to clean out blender/tank #8,
was not bonded to
other portions of the system.  Additionally, the portable metal drum from
which the solvent was
being pumped was not bonded to the metal container being cleaned,
blender/tank #8.  This lack
of bonding fails to control static sparking, an ignition hazard.
Among other methods, one feasible and acceptable abatement method to
correct this hazard
include, but is not limited to ensuring that the solvent pumping system
used in the blender/tank
cleaning operation is properly bonded and that employees are trained on
the
bonding procedures
to be used during the blender/tank cleaning process in accordance with the
sections of the
National Fire Protection Association (NFPA) 35, Standard for the
Manufacture of Organic
Coatings, 1995 Edition, listed below:
Chapter 7  Fire Protection
7-2  Static Electricity.
7-2.2  Electrically isolated sections of metallic piping or equipment
shall be
bonded to the other portions of the system or grounded to prevent external
ignition hazards.
7-2.3  Where flammable liquids are transferred to or from any portable
container,
all metallic elements, including the container, greater that 1 gal (3.785
L) in size
shall be bonded together, and one element shall be grounded.

8-2  Personnel Training.
8-2.1  Personnel shall be made aware of special hazards and shall be
trained in
proper procedures for safe operation of processes, as well as emergency
shutdown
procedures for unusual conditions.
