P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck-by vehicles: A- Hwy.30, 1/4 of a mile south of Hwy.21, Port Wentworth, Georgia - Employees working/walking on the shoulder of the South bound lane of Hwy. 30 and crossing traffic lanes during the installation of traffic control signs were not wearing reflective vests or other highly visible clothing. One feasible and acceptable means of abatement is to ensure all employees are provided and have been instructed to utilize reflective vests while working within the rights of way of interstate highways, state roads, and any other public roads; and to implement a disciplinary program to ensure compliance.y
