P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard(s) of coming in contact with hot surfaces: A- West Lay Down Yard - Employees working/walking near the cooking blanket and the 28- inch diameter carbon steel pipe were exposed to coming in contact with the approximately 520 degree fahrenheit surface. One feasible and acceptable means of abatement is to adhere to the company "Barricade" policy by eliminating access to the area and to train employees on the hazards associated working close to hot surfaces.d
