Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to the hazard of falling while working from a catenary scaffold
because their
fallprotection
devices were secured to the scaffold.
Among other methods, one feasible method to eliminate or reduce this
hazard is to secure the
fall-protection device to a structural member other than the scaffold, a
lifeline, or a horizontal
wire rope as stipulated by ANSI 10.8-1988 "American National Standard
Safety Requirements
for Scaffolding" Section 20.6.
(a)Location: 75 foot high catenary scaffold under the Dunn Memorial
Bridge - Two employees 2! were working from the scaffold
installing abrasive blasting containment curtains with their
fallprotection
devices secured to the scaffold; on or about 07/19/95.
