Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being crushed between the automotive lifts and the floor in the event of a failure of the hydraulic system. The lifts were not equipped with locking devices: The employer had several automotive lifts that were not equipped with a locking device to prevent the lift from lowering in the event of a failure of the hydraulic system. The locking devices are required by ANSI B153.1-1990, Section 4.1.11 Locking Devices.
