Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: falls, physical injury, and/or electrical shock while working in an elevated position on a utility pole and attempting to catch objects which were thrown to them by employees working at ground level. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to use a hand line or line and bucket to raise needed items to employees working aloft: Middle Street Work Site - The lineman was working by means of "Pole Climbers" approximately 18 feet above ground level and was attempting to catch a hard hat which was being thrown up to him by another employee working at ground level.
