Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to serious physical harm that included entrapment within wood
chips that have
been loaded into trailer trucks. The following condition contributed to
the existence of this
hazard:
Loading Dock #1 and #2 - Employees (truck drivers) who work from 12:00 AM
to 5:00
AM were exposed to physical hazards associated with entrapment within wood
chips at
side of the interior of trailers while manually leveling product with rake
and/or shovel
without the provision of work area illumination. Light meter measurements
made by the
Compliance Officer on the evening/morning hours of October 30, 1997
indicated from
0.2 to 0.3 foot candles of light which is not acceptable in accordance
with
ANSI
(American National Standards Institute) A 11.1 - 1970, Industrial
Lighting. At a
minimum, 20 foot candles of light must be present in active storage yards.
Note:  As an acceptable and feasible method to eliminate the above hazard,
temporary
or permanent lighting must be installed in these work areas.
