Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that an employee
removing a cab from a trailer jockey did not have the cab blocked up:
(a)While in the forward tilted position a mechanic cut through one of the
connection
pins which connect the cab to the frame of the jockey.  The cab of the yard
jockey came down unexpectedly and pinned the employee between the cab and
frame.
Among others, feasible and acceptable abatement methods include:
Establish a procedure and enforce a training program for employees in the
proper procedures
to be followed while working on the jockey cabs; the training program
shall include when and
how to properly block the cab being worked on and eventually removed; and
conduct periodic
inspections to ensure that this procedure is being followed.  Part of this
procedure
shall include
ensuring the materials being used to block the load will in fact support
the load in the event of
failure. Another method of abatement is to investigate whether this
operation can be performed
with the jockey cab of the truck in the down or resting position.
Certification, and documentation/evidence of abatement is required.
Certification of abatement is required by 29 CFR Part 1903 and is to be
submitted within ten (10)
calendar days after the abatement date.ment
