Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to the hazard of automotive lift failure due to the lack of the
lift's manufactures
recommended inspections and preventative maintenance.  ANSI B 153.1 - 1974
"Safety
Requirements for the Construction, Care, and Use of Automotive Lift",
states 'inspections of
the lift as recommended by the lift manufacture shall be the
responsibility of the owner or
employer to ensure that all components are in safe operating condition.'
a)  The employer did not conduct periodic inspections of the Benwil and/or
other
automotive lifts in accordance with the lift manufactures recommendations.
b)  On Benwil lift serial number 7595, three of the four arm lock pins
were found to be
inoperative.
Among others, feasible and acceptable methods to abate this hazard are:
1.  Designate and train employees to perform the recommended inspections
and institute
an inspection program.
2.  Contract with a qualified outside source to conduct the required
inspections.
Certification, and documentation/evidence of abatement is required.
Certification of abatement is required by 29 CFR Part 1903 and is to be
submitted within ten (10)
calendar days after the abatement date.
