load to fall into
the river below.

1. Have an engineering study conducted by a registered professional
engineer
on the
method used to suspend the dam gates from the cable system,
2. Use a crane with the boom reach and lifting capacity sufficient to lift
the dam gates
into position without the use of the cable system.
