Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a) On 7/31/97, at the Citgo Service Station on Wall St. in Eagle River WI,
an employee entering
and cleaning gasoline residue from the #1 gasoline underground storage
tank was exposed to
gasoline vapors at a level of 3140 mg/m3 during a 35 minute sampling
period while inside of
the tank.
b) On 7/31/97, at the Citgo Service Station on Wall St. in Eagle River WI,
an employee entering
and cleaning gasoline residue from the #3 gasoline underground storage
tank was exposed to
gasoline vapors at a level of 7672 mg/m3 during a 41 minute sampling
period while inside of
the tank.
The American Conference of Governmental Industrial Hygienists has
established a
threshold limit value (TLV) for gasoline of 1480 mg/m3 to prevent acute
central nervous
system depression and mucous membrane and ocular irritation.
Feasible methods of control applicable in these circumstance include, but
are not limited
to the following:
1)  Additional ventilation of the tank prior to entry.
2)  Representative monitoring of gasoline vapor exposure with a calibrated
device
sensitive enough to detect toxic levels of gasoline vapors and taking
appropriate
administrative actions based on those readings.
