Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
(a) East End of Building - Two employees were installing soffit lighting
while standing on the
work platform of the JLG boom supported elevating work platform, Model
45HA.  They were
not wearing body harness(es) attached to a safety lanyard which was
secured to an anchorage
point in the work basket. The employees were exposed to a fall hazard that
was approximately
20 feet.  This condition last existed on March 7, 2000.
Among other methods, one feasible and useful method to correct this hazard
is to have
supervisory personnel ensure and enforce the wearing of a body harness(es)
attached to a safety
lanyard that is secured to the anchorage point on the JLG boom supported
elevating
work
platform (ANSI Standard for Boom Supported Elevating Work Platforms, A92.5
- 1992).
No abatement certification or documentation is required for this item.
