Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to burns and physical trauma from the
hazards of chemicals, fires, and explosions:
a)  On site at Callery Chemical Co., Callery, PA:  On or about
January 18, 1996, employees working in the Control Room of the LCTU
Processing Unit were exposed to chemical, fire and explosion
hazards in that the Control Room was located adjacent to the LCTU
Processing Room.
Among other methods, feasible and acceptable abatement methods to
correct this hazard is to establish engineering and administrative
controls that will include, but not necessarily be limited to the
following:
1.  Provide adequate separation distances between high hazard
process units and/or processing chambers and control rooms;
2.  Follow accepted industry guidelines for plant layout which has
been adopted by the American Institute of Chemical Engineers;
3.  Implement alternative methods of protection if adequate
separation distances cannot be achieved, including but not limited
to adequate barricading or explosion (blast) resistance
construction;
4.  Control and limit the access of personnel in the vicinity of
process areas;  and
5.  Update written safety and health plans to include a review of
29 CFR 1910.106, Flammable and Combustible Liquids.
