Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
(a) Employees at #1 Melting Furnace were exposed to serious molten metal
burns caused by charging the furnace with wet scrap, and/or scrap that
contained
water inside internal cavities, and/or scrap from scrap buckets that
contained
water or ice.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to implement and maintain a furnace charging procedure that prevented
water and ice from being
charged into the furnace with scrap. In addition, a preheating/predrying
procedure for scrap
charges must be implemented.
