General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falling loads and/or lift parts: (a)Lancaster County Motors, Incorporated; Shop Area - Employee(s) used hydraulic Globe Lift Incorporated lifts to elevate automobiles. Automatic mechanical safety devices were not provided to hold the lift in the fully extended position for 13 of the 14 lifts and jack stands were not used to support the vehicles if the lift locks were not engaged at the full stroke, thus exposing employees to injury from being struck by falling loads and/or lift parts. Inspections were not conducted on a regular basis and two of the lifts were not marked with their rated load capacity. Among other methods, feasible and acceptable abatement methods to correct this hazards include: (1)Repair the automatic safety latches on the automotive lifts. (2)Provide jack stands to support vehicles when the lift locks are not engaged at full stroke. (3)Conduct periodic inspections of the lift to ensure that all components are in safe operating condition. (4)Mark all lifts with their rated load capacity.
