Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards: JOBSITE: TWO EMPLOYEES WORKING FOR THE SIDING SUBCONTRACTOR WERE ON THE ROOF OF THE MOTOR CONTROL CENTER ON THE NORTH SIDE OF THE BUILDING. THEY WERE PULLING INSULATION UP WITH A WELL WHEEL. THEY WERE NOT PROTECTED FROM FALLS. ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD WOULD BE TO ATTACH BODY HARNESSES TO SUBSTANTIAL ANCHORAGE ON THE
