Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause physical harm to employees in that
employees were required to
perform tasks involving repetitive motions resulting in stresses that had
caused, were causing,
or were likely to cause cumulative trauma disorders:
a)  Tama Too - Pressers/Toppers who work on automatic and manual pressing
machines
are exposed to a hazard which is causing or likely to cause
musculoskeletal disorders
during their normal work activities, which include the removal of a
garment from an
overhead rack, fitting the garment onto the pressing machine, activating
the press
(lowering the hot-head), rotating the garment around the pad while
pressing, removing
the garment and rehanging onto the overhead rack. A pattern of symptoms
associated
with repetitive motion tasks, including wrist numbness, tingling of the
fingers,
shoulder
pain, back and neck pain and elbow conditions was documented through
on-site
interviews.  The employer did not implement an effective control strategy
to reduce or
eliminate such disorders.
ABATEMENT NOTE:
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
the implementation of an ergonomics management program consisting of the
following:
Step 1 - Implementation of ergonomics program for worksite analysis,
medical management, and
training and education, as detailed above by April 6, 1995.
