Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free
from recognized hazards that were causing or likely to cause death or
serious
physical harm to employees in that employees were exposed to crushing
hazard
and/or fractures due to chain sling failure and loss of load:
(a)  High speed roll line make-up area - Employees used Grade 30 low
carbon steel chain to rig and lift pressure boards for placement on
the
high speed roll line.  Chain links were welded together in places or
welded to the sides of the pressure plates.  This was improper
application of this type chain and exposed employees to injury in
the
event of chain failure on or about 9/21/93.
ABATEMENT NOTE:  Among others one feasible and acceptable method to abate
this
hazard is to use approved alloy steel chain slings for rigging purposes.
