Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
employees were exposed to being struck by falling trusses due to
truss collapse and fall hazards:
(a) Villa and McKnight Road Jobsite;  On July 16, 1998,
a roof truss erection plan was not in effect for this
installation of the 80 ft. long trusses in that: only one
12d nail was used for each truss bracing connection; no
tiebacks were used on the strongback, only end
connections were used; furring strips were used instead
of the available 2 x 4's on site; and employees were
exposed to falling approximately 16 to 24 feet to ground
level.
"AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO CORRECT
THIS HAZARD IS TO DEVELOP A ROOF TRUSS ERECTION PLAN IN ACCORDANCE
WITH THE GUIDELINES DEVELOPED BY THE TRUSS PLATE INSTITUTE"
